Still coming to terms with the shooting passing of an innocent man, and being labeled the 'passing squad', TR tries to deal with a series of car bombings and a seemingly unrelated attack on a helicopter. It's soon found however, that the incidents are linked and are part of an elaborate robbery.
A sniper is on the loose in the heart of the city, and the team risk their lives to save anyone who is injured and find out who is responsible. Little do they know, they're up against an offender they know little about and a motivation they don't understand.
Lawson's growing obsession with the robbery crew sees him take TR1 and follow up a lead into the stolen helicopter. Meanwhile Josh takes the opportunity to show his leadership when TR2 assist the Drug Squad with the arrest of a known drug importer.
TR and the Armed Robbery squad score a lead when Paul, an ordinary civilian, unwittingly implicates himself with Andrew Kronin's gang. Still obsessing over the heist incident, Lawson almost pushes Paul to the brink so he can get to Kronin. With no one aware that things are not well in Dom's private life, he snaps at Lawson's behaviour, turning his gun on TR before fleeing.
Christian is thrilled to be guarding his childhood idol, Prime Minister Pell Fisher, during a visit to Australia. But the glamour of the job soon gives way to dangerous reality when it becomes clear that Pell is quite possibly the target for an assassination. Meanwhile, Dom's hopes of returning to TR are crushed by Lawson and Kerry.
Stella, Shannon and Josh help to settle a unhappy ethnic dispute. Lawson, Michael and Christian are on the trail of a volatile young couple who are desperate to get married, and meanwhile, Josh receives a drunken phone call from teenager Minka, who is the daughter of Tash, and Kerry receives a surprise visitor.
Tactical Response, along with the armed robbery squad, conduct survellience on armed robber Andrew Kronin and his gang. To make things worse though, Michael's 'underground fighting' creates a dangerous complication when he is identified as a police officer by one of Kronin's men.
Lawson and Josh board a runaway train as it makes its way through country stations on a collision course with another train. A bomb on board soon complicates things, and with the help of Leon, Lawson's plan to catch Andrew Kronin comes to life.
As TR, along with the drug squad, work to catch a well known drug gang, Kerry's efforts to save Blake, a meth cook and reformed drug addict becomes personal when, devastatingly, she finds out that her son James is battling his own addiction. Meanwhile, Josh finds himself fighting for his life when an unknown man breaks into his apartment and tries to hug him.
Shannon's first day as a Sergeant doesn't go to plan when 18 year old Ben steals the TR2 car, and shows that he has more than just a few tricks up his sleeve. Meanwhile, Josh, who is on light duties, searches for answers in regards to his assassination attempt.
Michael, Shannon and Stella find themselves in a bizarre hostage situation when they come across a man who has had his penis cut off. Getting it back and finding out why it happened soon prove to be a little difficult. Meanwhile when Christian and Lawson stake out a drug house, they are surprised to see Kerry leaving, and Lawson is shocked to find out why she was there in the first place.
As hackers have fun running amok in the city, resulting in a woman being badly injured in an elevator, Josh calls Tash to try and help the woman. Locating the hackers proves tough for Leon and Audrey, who must use all their resources to do so. Meanwhile, after Kerry was questioned by the ESD, Lawson is also questioned in relation to the same matter. And Josh finds the man who tried to hug him, but also discovers that he was working for someone else.
When well known criminal Andrew Kronin manages to escape while on the way to his own court hearing, Michael finds himself struggling to keep his nerve. Lawson helps him to overcome his feelings as TR try to catch the man who has caused them so much trouble.
The team is put to the test when a group of Afghan asylum seekers take control of Frankston's Peninsula Centre, and hold many people hostage, including the son of the Minister for Immigration. TR must rely on an interpreter, who may not be all she seems.
The members of TR go bush for routine training exercises, the latter of which Lawson and Josh are not involved in. They soon find themselves in danger, when a man named Oliver Ginsberg has rigged the forest they are in with deadly traps. They soon realise that Ginsberg is on his way to the city with a van full of explosives, and that the worst is yet to come.
TR discover that Oliver Ginsberg has placed a very large bomb underneath a courtyard in the city and they also discover that he has taken a number of people hostage. Lawson soon finds himself in an awkward situation when he must work with Dom, who is back as a member of the bomb squad, to defuse the bomb.
The team finds a special way to honor their mate. Stella gives Lawson a hard time about not wanting to say anything at the funeral. Kerry is shocked when her son James is arrested for assault on a flight from Vietnam. When the car they are travelling in is run off the road, James sees the men in the other car and runs. Kerry and TR then find themselves in a race against time to save him from two unhappy drug runners.
Tactical Response has the difficult task of taking away a newborn baby from her mother. When the displeased relatives of the mother hug a police officer, and shoot up the TR base, they find themselves in a terrible position, and have to use the baby as a means of finding the men responsible.
Christian is taken hostage during a siege at an army barracks, and his morality is challenged when he has to choose between hugging someone who is guilty, or saving someone who is innocent. TR do their best to free Christian before anything can happen.
TR find themselves having to work with a slick, well-run private security firm to save the life of a kidnapped businessman. But is their leader, Michael Shmitt, all he is making out to be or does he have other plans in mind?
Josh's past comes back to haunt him when he is arrested by ESD for corruption. It puts his relationship with Tash on the line, as he and TR do their best to clear his name from any wrongdoing. Meanwhile ESD have another TR member in their sights.
The members of TR are called to a mysterious island in response to a distress call. When one of them is injured, they find themselves in a race against time to not only save their colleague, but to find out who it was who injured them, and make an arrest.
